Verifactu and B2B e-invoicing migration in Spain

Spain has two invoicing reforms on overlapping timelines. Planning them as one migration avoids changing systems twice.

Verifactu

Royal Decree 1007/2023 requires invoicing software that keeps records intact and traceable. Under Royal Decree-law 15/2025 the dates in force are 1 January 2027 for companies paying corporate tax and 1 July 2027 for other businesses and the self-employed. On 5 October 2026 the Ministry of Finance announced it will postpone both to October 2028, but that change still needs a new regulation. Until it is published, the 2027 dates remain the law. Holding non-compliant invoicing software can be fined €50,000 per financial year.

Mandatory B2B e-invoicing

Order HAC/1028/2026, in force since 6 October 2026, started the calendar of Royal Decree 238/2026:

DateWho
6 October 2027Businesses with turnover above €8 million
October 2028All other businesses and the self-employed

The Tax Agency will offer a free public e-invoicing solution no later than 6 August 2027. Private software remains allowed if it sends a copy to the public solution.
